Abstract

This IDC Perspective explores ways to measure the work of external digital transformation (DX) providers that offer digital products, services, and integration to government. These providers will be critical to digital transformation success, particularly in the face of scarce IT DX talent and an environment of performance metrics that are often misaligned. Measuring traditional inputs such as cost and qualifications, as well as internal measures such as operational efficiency gains and cost reductions, will be misleading in relation to digital transformation.

"Digital transformation has the power to dramatically change government and propel some agencies to improved program success and mission outcomes," says Thom Rubel, adjunct analyst with IDC's IT Executive Programs (IEP). "The primary DX measures will be the external impact on the organization's constituencies, improved program services performance, and overall agency mission outcomes. Secondary DX measures will be on the internal data capability and the innovation capability of agencies. The measures will be challenging to collect, but they are ultimately the key measures to DX success."
