Abstract

This IDC Tech Buyer Presentation provides an overview of the major issues the U.S. government is facing and the resulting technology response. It provides guidance to both technology buyers and technology suppliers to help navigate COVID-19 technology decisions in 2020 according to three scenarios: optimistic, probable, and pessimistic.

All levels of the U.S. government — federal, state, and local — have been forced into a rapid, sustained response to COVID-19 stay-at-home orders, the closure of nonessential services, and the need of new pandemic services to maintain public health and safety. The effects of the COVID-19 pandemic have profound implications now and for the future in terms of U.S. government operations, from rethinking telework to being a trusted information source for public communications to digital equity issues. Government organizations have been forced to make fast technology choices to support these efforts. From collaboration platforms to network resilience, choices made now will impact workflow, processes, and expectations for the future post COVID-19, while the economic implications of reduced taxes, fees, and other collections will potentially dramatically change 2021 budget planning. This will produce a real need for governments to discuss prioritization of technology spend and projects.
